Since this edit was made Dec. 14 2006 [1] and the same ip made an edit to the page at the same time [2]. I suspect that is what s/he is referring to. Shouldn't the obvious visual references to Brazil be mentioned in references? The synopsis mentions similarities but the big central beaurocracy with its filing cabinet walls is a direct visual reference site gag.

I am moving all unsourced references to the talk pages for the time being in hopes of creating a better, more thoroughly sourced article.   • While stamping forms, Hermes sings "Stamp it, file it, send it overnight." a parody of "Get Up, Stand Up", a song by Bob Marley.
  • Of his poker hand, Zoidberg says, "Finally I have a good claw: three human females, a number, and a king giving himself brain surgery!" The last refers to the King of Hearts.
  • While talking to the techie about where the central filing office is, the computer in the background displays a screen similar to the computer screens seen in The Matrix.
  • This episode features a creature similar to a Beholder who "guards" the Central Bureaucracy. It is a Grade 11 bureaucrat that begs the Planet Express crew not to tell it's supervisor it was sleeping on the job.

From what I can gather it is a character who randomly appears in the background of various episodes and is wearing a shirt (?) that has a number 9 on it. I think one of the Futurama wikis has an article on him. My personal opinion, as usual, is that without any citations/information to clarify why we should care that he's there then there isn't a reason to mention it in the article.
