I don't think this should be a redirect. When QinetiQ bought HVR it was a new story in the Financial Times; when QinetiQ got rid of the original management is was also a news story in the Financial Times. These were not stubs - they were proper stories. The Financial Times believed that QinetiQ's acquisition of HVR was important.

I think there is enough information out there do turn the original stub article on HVR into a reasonably good article. If the Financial Times thought that HVR was notable, that should be good enough for Wikipedia.

HVR Consulting Services Limited (HVR) is a wholly owned company of the QinetiQ group that has been operating independently for over 20 years to provide their clients with Business and Project Assurance. Their services include operational and engineering system assessment, risk and safety management advice, investment and strategic options appraisal and project management services.

As a company independent of manufacturing and industrial interests, they offer impartial objective advice combined with a risk management approach to assignments.
