Updating the page edit

As the current page is poorly written, poorly laid out, unsourced, and effectively copy/pasted from the Newcastle council website I'm planning to replace it with a more suitable page. I've added new sections, sourced as much material as possible, removed the statistics and figures that have no source, and hopefully made it more conforming to Wikipedia guidelines.
