Why are students expected to provide these?
editAs far as I can tell, in the USA students are expected to provide their own "blue book" for exams. Why?

In the UK this is NEVER the case, they are always provided by the university or exam board (and usually called "answer booklet" or "answer book"). Providing your own is in fact serious academic misconduct. UK ones look a bit like this (though this has an extra detachable first page for personal information; more often there is a flap you have to seal).
