Excessive reliance on the Milano source

The article relies almost entirely on Enrico Milano, "The new Fisheries Partnership Agreement between the European Community and the Kingdom of Morocco: fishing too south?", which has twenty-one references in the text and makes up most of the analysis of the Agreement itself. To corroborate the content and avoid issues of accuracy and neutrality (or even copyright/plagiarism, if this article reproduces large parts of Milano's work), there should be more independent sources concerning legal analysis of the FPA.
