I can't find the characterization of Roman doctors as characterizing mental disorders in two ways. Can someone point me towards it in the source? Did the ancient Romans drown disabled children? edit

Seneca says: "…we destroy monstrous births, and we also drown our children if they are born weakly or unnaturally formed"

Is this correct? It seems a little barbaric if true.
