From the sources I found, this article constitutes WP:SYNTH. According to WP:RS such as Aydın-Düzgit: 2013, p. 146 or Karakoç & Karakoç: 2015 the initiative, later renamed "Unity and Fraternity Project", refers to the Turkish government's initiative towards the Kurds, leading to the "Solution process". From contemporary sources, it is however clear that the initiative was designed to cover different ethnic and societal relations. But beyond a mere publicity stunt, it did not substantiate besides the so-called "Kurdish Opening" legislation.
So, while an overarching "democratic initiative" shortly existed, it remained totally vague in consequence and has therefore not been further covered in scholarly sources. IMHO this article may be kept, but may only cover what really is considered part of that initiative, certainly not events in Turkey's ethnic relations that predate the initiative's formulation and the initial Roundtable meetings.
