A tweet from the author says it was published in 1979: https://twitter.com/JennellAllyn/status/1526371000975339521?s=20&t=qXQWKlUg4cHpc3UWlQUITw but Lawrence Schick says 1980. Dungeon #116 says 1980 and so does the 2011 version of Designers & Dragons (didn't have the later version handy). RPGgeek does say 1979: https://rpggeek.com/rpgitem/50937/dark-tower but RPGnet says 1980: https://index.rpg.net/display-entry.phtml?mainid=4966 White Dwarf did review it in early 1980 so that leans me towards it being published in 1979, but what date do we go with here?
