Substantively, we have WP:NCCAPS, which says, in bold, "Do not capitalize the second or subsequent words in an article title, unless the title is a proper name." So we ignore the idiom for this purpose. Looking at only things called "Country Mile", there is one WP article: this album. It may not be groundbreaking, but it is the only notable subject with this name on WP. Further, the onus should be on the person wanting to make the move. Remember that this was originally at Country Mile (album), not at the Country Mile baseline, it was moved there by WP:MOVE I moved it back again by WP:MOVE (where's the sin there?) but adding Johnny Flynn since "singer Ernie Smith" is far more notable in Google Books. If this was a Madonna album, fine, no doubt it would displace all other meanings, but this is an unsourced non-charting album stub which even the article creator did not consider should be the absolute majority topic. That was only a recent undiscussed "status quo" given that it had (album) for 8 months. As always with primary topic a balance has to be made between page views (which are the result of what we offer, not of what is truly sought) and what is in Google Books. This album is barely notable, not enough to be more notable than all other subjects combined. In ictu oculi (talk) 14:41, 18 December 2015 (UTC)Reply
As always with primary topic, we only worry about subjects covered on Wikipedia. The Flynn album greatly outpaces all those, most of which have nothing more than a mention at the linked article. I'm finding hundreds of Google News and archive hits[2][3] and 49 books[4] compared to few if any relevant hits for the Ernie Smith album.[5][6] This, combined with the fact that it receives several times the page views, demonstrates it's the primary topic.
As for the status quo, the article had been at "Country Mile" for a year and a half[7] The Flynn album also greatly outpaces [8]] until you moved it last week.[9]--Cúchullain t/c 14:56, 18 December 2015 (UTC)Reply
