The second paragraph says that cost-of-revenue excludes indirect costs, citing as specific examples depreciation and salaries:

Then the example paragraph, taken "from the annual report of an internet-based company", explicitly states it is including depreciation and staff salaries in its cost of revenue calculation:

> Our cost of revenue... include... facility and server equipment depreciation, ...and salaries, benefits, and share-based compensation for employees
