Down Syndrome edit

Is it ok to mention Down Syndrome here? Or does it have to be hidden away somewhere else? A key question being asked is if protection will be included for Down Syndrome or not. With a NPOV, of course, is it ok to mention that it **is** an issue (and a big issue at that for the people at the meeting, from what I understand...)
