Cardiff's local authority has styled itself/been known as Cardiff City Council prior to 1974, so I'm open to alternative names for the article. Cardiff City Council (1974-1996) would be an obvious, unambiguous option. The council was a district council between 1974 and 1996, previously to that it had been a county borough council.
