the text that is in question is actually public information, which seems to have been put into circulation by multiple counties within the state of California.
the text in question is like a checklist of what is deemed CFO permissible "non-potentially hazardous" foods by the California Department of Public Health. furthermore, there is also information about CFO classifications and definitions of sales, which is also general information which falls under the guidelines of AB1616.

i believe the original article i submitted did not plagerize. rather it was quoting state issued information, which lists state approved list-items and also definitions as defined by the state of california. the information that i initially shared in the original article was merely a reiteration of specific criteria relating to AB1616 for informational purposes.
however - i went ahead and made changes to the article. instead of reiterating the information in text, i inserted a link to a PDF that lists the same information. the article has been significantly reduced, but is still filled with fact and original informtaion as told by me. thank you kindly
