There was an article, clumsily written, titled Rasho Melk'on, deleted in 2011 due to lack of sources. Its text was "Rasho Melk'on (1868-1915) (Melk'on Movsisyan) - a mayor of an Armenian town of Kop' in Bitlis province of Ottoman_Empire. This legendary personality lives in the many-many people's memories till now. This person come from Movsissyan's clan of Western Armenia known by the many educated and notable personalities who has teached many Armenian, Kurdish and Turkish children in their natural languages in the schools of district of Hark' of Bitlis province of Western Armenia. Rasho Melk'on was beloved mayor of Kop'(Bulanik) because of his defence of its townsman from the invariable turkish attacks, and because of a help to safely leave the town subjected to massacres at the Armenian genocide's days in April of 1915 and move to Russia's border. He says "I'm gonna leave only after the last Kop's townsmen will be safely moved from here". Rasho Melk'on and his elder son unfortunately had been tragically killed in April of 1915 by turks at his own threshold by sight of his elder daughter Sandukht, when the turks entered in this town..." I've fact tagged the unsourced mention of Rasho Melk'on in this article, maybe some sources can be found if some attention is given to it. There seems to be nothing online.
