The image File:CaliforniaGoldenState2GAT123.png is used in this article under a claim of fair use, but it does not have an adequate explanation for why it meets the requirements for such images when used here. In particular, for each page the image is used on, it must have an explanation linking to that page which explains why it needs to be used on that page. Please check

What should I do?

Don't panic; deletions can take a little longer at Commons than they do on Wikipedia. This gives you an opportunity to contest the deletion (although please review Commons guidelines before doing so). The best way to contest this form of deletion is by posting on the image talk page.

If the image is non-free then you may need to upload it to Wikipedia (Commons does not allow fair use)
If the image isn't freely licensed and there is no fair use rationale then it cannot be uploaded or used.
If the image has already been deleted you may want to try Commons Undeletion Request

Overview Section Removal edit

Should the majority of the "Overview" section be removed?

Except for the first and last paragraph, most of the information in the "Overview" section has nothing specifically to do with ALCPA. This additional information is a general discussion of license plate collecting, but is not directly related to ALPCA as an organization.

The overview is really already written, and it is the first four paragraphs above the Overview section. If you look at other collection/collector related websites they do not delve into material that does not directly relate to their organization. See the following websites for examples.

There are already several articles regarding license plates that already encompass much of the overview material such as the following.

Even if other articles do not cover the material in the "Overview" section, the non-ALPCA related material should be removed or moved to another article.

Finally, the "Overview" section has been flagged because the majority of it that is non-ALPCA related for over a year for not having references. The part that has references is material that I have already worked on with the exception of the last paragraph.
