I never found that he was, I took another look and definitely don't think that he is supposed to be. Uderzo was/is quite good at caricaturing, that's why I write "supposed to be": the tax collector does not have Giscard's ears, nose, chin mouth, forefront, he is short and crouched, Giscard is tall and erect. Chief of a village edit
