According to the Chilean Constitution, the state of siege, state of emergency and others (there are four listed in the current constitution) are "states of constitutional exception", that's it, states where the constitution does not apply in it's entirety. When these states are legally declared by congress, certain "exceptional" measures can be adopted, refering to curtailment of personal rights and increase in the powers of the central government. In other words, the term of "State of constitutional exception" is a clasification, not a state per se. Mel Romero 14:37, 5 May 2007 (UTC)Reply
