Secular or Islamic, or both? edit

Hey, I've been trying to find information on ARPCT for awhile now, and from what I've read on CNN's website and Time's, ARPCT is an almost entirely Islamic organization. Their leaders are Muslims, and they're fighters are primarily Muslims. However, they don't claim to support any one in-particular religion (once again, going off of what CNN and Time have said).

So the question I guess is, does the fact that they haven't explicitly implied a tie to Islam make them secular?
