As of my last update in September 2021, there was no recognized city named "Adhi'adeye" in a region called "Khatumo State" in Somalia. However, as I mentioned earlier, political situations can change rapidly, and new developments may have occurred since then.
Khatumo State was a self-declared state in northern Somalia, which claimed territory in the Sool, Sanaag, and Cayn (SSC) regions. It emerged as a result of political disputes and grievances over representation and resource-sharing in the country.
Since my knowledge is not current beyond September 2021, I recommend checking more recent sources for the latest information on the territorial divisions and political entities in Somalia, especially if there have been developments related to Adhi'adeye or Khatumo State.
