Newspapers are reporting that Outside the Law has been officially submitted under the Algerian flag, despite being funded and produced predominantly by French companies. This seems to be because of a political controversy. How should Wikipedia handle this, should we list it with the official country or the de facto country? Tempted to go for both, with a reference to each flag. But I guess it depends on how Cannes want to list it, and not what the press report. It's not really a boarderline case like White Ribbon, where more than half of the budget came from Germany. If you check Days of Glory on festival-cannes.fr it has France listed first. Days of Glory was largely made by the same team and production companies, following the same concept (that it later was accepted as Algeria's Oscar entry has no relevance here). Some sort of explanatory footnote seems necessary no matter what, however I'm not sure if the official country classification should be given much importance, since we're not supposed to take politics into consideration.
