Prearranged winner? edit
What does it mean, "one of four lottery tickets didn't go to a prearranged winner"? I don't understand this article at all, and the references don't support the text. This needs either a total rewrite, or a deletion. And does this piece of minor news really need to be here? 190.191.247.20 (talk) 05:04, 16 October 2009 (UTC)
