Drivers ineligible for points edit

So I've gone looking through the provided sources here and have found nothing indicating certain drivers were ineligible for points on the season. In fact, in all of the sources, most of the drivers listed as ineligible here are ranked with a significant number of points. This is true not only for this page, but for several of the other USAC pages as well. Would a source be able to be provided on driver eligibility, or should the championship tables be corrected, since it seems to me that they are incorrect.
