However, the United States, amongst others, filed a statement arguing that only powers invited to the second peace conference and UN members could accede unilaterally.[23] On 4 January 2016 the Administrative Council of the Permanent Court placed Kosovo's accession "under review", and the depository subsequently removed it from its treaty database. This decision was withdrawn on 13 June following a PCA Administrative Council vote (41 in favour, 24 against, 13 abstentions),[24] and it was re-added to the list by the depository.
