Pavel Mikhailovich Kudyukin (Russian: Павел Михайлович Кудюкин) is a Russian politician and historian, an activist of the Russian and Belarusian social democratic movement and the Russian trade union movement. He is a Honorary Chairman of the Program Commission of Narodnai Gramada (People's Assembly) party, Member of the Council of the All-Russian Association of Trade Unions "Confederation of Labor of Russia", and Co-chairman of the Central Council of the Interregional Trade Union of Higher Education Workers "University Solidarity".

Biography

He was born on July 19, 1953 in family of teachers in Zagorsk (now Sergiev Posad) art and industrial toy technical college (at present Sergiev Posad branch of the Higher School of Folk Arts (Institute)).

In 1976, he was graduated in History from Moscow State University and then completed a full-time post-graduate course at the Institute of World Economy and International Relations of the Soviet Union Academy of Sciences at 1981, near before his arrest in 1982.

From November 1991 till March 1993- he was a Vice labour minister and member of Russian Tripartite Commission for Regulation of Social and Labour Relations. He resigned in accordance with a decision of the SDPR Political Council.

From 1997 to 2007, he was President of the ELF Expert Foundation for Social Research. And from 2001 to 2004, he was Director of the Centre for Public Administration Problems at the Higher School of Economics.

Until September 2015, he was Associate Professor at the Department of State and Municipal Governance at the National Research University Higher School of Economics and the Department of Public Administration at the Russian Presidential Academy of National Economy and Public Administration. From November 2015 to June 2016, Associate Professor at the Training and Research Centre "New Russia. History of Post-Soviet Russia" at the Russian State University for the Humanities.

He was part of the drafting team to reform public administration in Russia.

Married, with two adult children.

Political activity

He has been involved in social activities since 1973 - participated in the independent student movement, receiving Komsomol reprimands for that; since 1977 - in the dissident democratic socialist movement (the so-called "Young Socialists' Circle").

On 6 April 1982, together with his comrades, he was arrested by the KGB of the USSR and accused of committing crimes under Art. 70 and 72 of the RSFSR Criminal Code (anti-Soviet agitation and propaganda and organisational activities for the establishment of an anti-Soviet organisation). He was held in the Lefortovo prison. On April 28, 1983 he was released after being pardoned by Decree of the Supreme Soviet of the USSR presidium.

Since 1986 he was back to public and political activity: co-operated with the Club of Social Initiatives, was one of the founders of the Perestroika/Demokratic Perestroika club, and was one of the initiators of the Memorial society. He contributed to the development of new labour movement: he was an expert in the Organising Committee of the congress of independent labour organisations (the Confederation of Labour of the USSR was established at the congress in May 1990), chaired the Expert Council of the Trade Union of Russia " Sotsprof ". Participated in the development of social-democratic organisations - member of the Executive Committee of the Social-Democratic Association (1990-1991).

Member of Presidium (1990-1991, 1996-1999), Board (1991-1993, 1995-1996), and a Vice Chairman (1992-1993, 1994-1995) of Social Democratic Party of the Russian Federation, Coordinator of "United Social Democrats" fraction in SDPR (1993-1994).

Member of the Presidium and International Secretary of the Russian Social Democratic Union (1994-1999).

Secretary General (1999-2001) and International Secretary (2001-2003) of the East-European Social Democratic Forum.

Since October 2007, he has been a member of the Federal Council and Executive Committee of the All-Russian Social Democratic Union.

In April 2013, elected Co-Chairman of the Central Council of the Interregional Trade Union of Higher Education Workers "University Solidarity" [1], he was re-elected to this position four times (in December 2014, February 2017, February 2019 and in February 2021).

In May 2013, he signed the Russian Socialist Declaration [2].

Since December 2014, co-founder and editor-in-chief of the magazine "Democracy and Socialism".

Since June 2015 he has been a member of the Coordinating Council of the Democratic Socialists' Union.

He has been lecturing at the Youth University of Modern Socialism since 2015.

Identifies himself as a Marxist [3]. Expressed that he did not consider Soviet socialist experiment as "Socialism" [4].

In February 2022, he signed an open letter by Russian scientists and scientific journalists condemning Russia's invasion of Ukraine and calling for the withdrawal of Russian troops from Ukrainian territory [5].
