Your information on the Ford Windsor engines are not correct. The "Windsor" name was used by Ford only for their 351cid engine as it was made at the place of origin: Windsor. The other engines, 221/260/289 were made in Cleveland, as was the 351 Cleveland engine. It has been a common misconception, even made by "experts", that all small block Fords were "Windsor"s. This is incorrect and may be verified by the Ford Motor Company. The 351 Windsor is not only larger by displacement compared to its smaller "cousins", the 221/260/289s, but also by external dimensions as the Windsor is considerably larger in outward size, by being wider, taller, and deeper than the 221/260/289s.
