Double-stubbing with US-west-geo-stub edit

There are two reasons for double-stubbing articles:

  1. Many editors search for articles not by location but by type of article. One of the most popular category types for editors loking for articles to expand is the geographical category.
  2. WP:WSS regularly checks geographical categories such as Category:Western US geography stubs to see which individual areas have reached criteria for splitting into their own categories. One of the most important criteria used is the number of stubs. If a Hawaii-geo-stub is to be considered for creation, there should be the maximum number of possible Hawaiian geography stubs available for counting - i.e., in the Western US geography stubs category. If there are fewer than there should be, there is less chance of the new category being created.
