Defining this category

The meaning and usefulness of this category have been called into question at Julian the Apostate. We realized that there wasn't obvious consensus on what constituted deification. Did it require an act of the senate, or would the existence of a sufficient number local/regional imperial cults suffice? If the latter, how many? I guess I'm wondering what this category tag offers that discussing each individual emperor's deification (or lack thereof) in the article body would not. Thoughts?
