Editors are linking to this like it's some sort of policy or guideline. I think it needs to become an actual page, rather than a redirect. I'm thinking it should be a {{supplement}} which explains the Arbitration Committee's interpretations of the WP:No personal attacks policy. So, far, based on the page history, I see two of them.
