Russell J Chartier was born in Danbury, CT in 1973. He developed in interest in art at an early age.

While in Santa Fe, NM he developed an interest in Video Art while attending the College of Santa Fe. "He went on to study Broadcast Engineering at the Cleveland Institute of Electronics and received his MA from the University of Canterbury in Media Arts. Chartier has spent many years working in Broadcast Television working for various networks including A&E, The History Channel, YES Network, Lifetime, NFL, NHL and several others. Most recently he has worked as a Broadcast Operations Supervisor.


"His work in the Video Art Medium explores multiple layers and focuses heavily on texture and color. Many of the images in his works are distorted and manipulated in various unorthodox in an attempt to create a visual depth where recognizable images will appear within the collage of manipulated images and textures."

    His signature pieces are, "Devil on A Dam" -produced 2010. and "CONFINED 10-01-2"-produced 2009 {ref. IMDB}. Both pieces were collaborations with Paul J Botelho, a musician and composer. Their collaborative works have been exhibited worldwide.

In 2010 "CONFINED 10-01-2 was inducted into the permanent collection  at CAM, "Casoria Contemporary Art Museum", Naples, Italy and the "Magmart: Video Under The Volcano" hall of fame also in Naples.-Video Under The Volcano {{http://www.magmart.it/hallfame.php}}. 
    'In the piece, Botelho, along with collaborator Russell J. Chartier, explores the sense of confinement that many people feel living in large cities despite the many people around them. The musical component of this work, composed by Botelho, was developed using a granular sampling algorithm. The software algorithm, developed by Botelho, was created in the ChucK programming language. Botelho explained, “The program randomly chooses small fragments from an input sound, shapes their attack and decay, and then creates textures of user-specified density constructed of the sound fragments. The 

algorithmically-generated textures were then manipulated and layered to create this work.”

    The video, developed by Chartier, was created from manipulated footage shot throughout New York City. The video consists of textures comprised of feedback loops uplinked to satellites then downlinked back to Earth. These feedback loops were then manipulated with various pieces of broadcast 

equipment and further manipulated in the post production process.

    The piece was created through synchronicity, meaning neither Botelho nor Chartier had any knowledge of each other's component and worked only with an agreed upon piece duration. Both "Devil on A Dam" and "CONFINED 10-01-2" have been featured in various broadcasts as well. Chartier is a featured artist on Art TV based in Paris, FR [[1]] where both "Devil on A Dam" [[2]] and "CONFINED 10-01-2" [[http://www.oart.tv/video/view/2f9f40c75e97b48cc0941df5d48fbb71}} have been in the Broadcast rotation. Their work has also been Broadcast on "Transfera Videoart TV", a television network broadcasting from Madrid, Spain. Chartier's work was featured on Transfera TV's project

"ENCYCLOPEDIC CARTOONS", an ongoing collaboration between international video artists on the idea of encyclopedia.

"he project´s idea is base on the encyclopedia, knowledge pool of the 18th century put together in a multi volume book project. The encyclopedia aimes making world´s phenomena understandable and put them into a larger context beyond religious explanations, In our time knowledge is provided

by sciencists and changes everyday. Today it would be impossible to bring together the different concepts in order to understand the world from a unique position. Nevertheless the encyclopedia is still a distinct concept, which more than in the old days presents an utopia to us.
Encyclopedic Cartoons provides for each letter of the alphabet a more or less abstract word. Loosely connected to the word is one or more films from different artists running from a few seconds to 4 minutes. - Art Review Magazine [[3]]

ART TV explains "Devil on A Dam as ":

"Devil on a Dam (2010) Russell J. Chartier, video Paul J. Botelho, music The piece Devil on a Dam portrays the fragile emotional and cognitive state of a woman’s final moments as she writes her death note. The piece stands as a record of the woman’s fleeting perception of isolation to the decaying world that slowly envelops her every being. The video aspect of the piece was created by layering organic images of the act of writing together with distortions and manipulations of broadcast equipment output error messages and other abstractions. The output messages represent the subject’s alienation to the outside world, while the dense layerings of writing depict her inner thoughts and being. Various matted and keyed distortions were employed to weave together the organic imagery with the manipulated and distorted, abstract depiction of the woman’s thoughts and emotions within. T he musical aspect is comprised of fragmented audio samples taken from the composer’s one-act opera the falling. The theme of the opera, i am, is comprised of a collage of five melodic vocal fragments which are juxtaposed with a harsh, crackling, noise-based sound. The piece was input into software,

authored by the composer, which “shattered” the input sound into a user-defined number of fragments in a stochastic rhythm. The textures generated through the software were then layered, along with other manipulated and found sounds, to create the musical component of the work. 

An important aspect of the collaboration between Russell J. Chartier and Paul J. Botelho is the principle of synchronicity. Neither the video artist nor the composer ever work directly with one another’s work during the collaboration. Only the specific duration of the piece is agreed upon and no other communication in relation to the piece is made during the collaboration. Solely upon the completion of both the video and music components is the work realized. The artists call this process a collective subconscious, a term which refers not only to the exclusionary creative actions which take place in their collaborative effort, but more broadly as the commonality that permeates betwixt the artists and those close to them."-[[4]]

    In 2011 "Devil on A Dam" was exhibited at "VAFA Macau-China . International Video Art Festival 2011" -Arts Slant Worldwide Magazine {{http://www.artslant.com/ew/events/show/201379-vafa-macau-china-international-video-art-festival-2011}}. Their work was published in a book related to the festival, "Video Art for All - International" published by Art For All Society: Year:2011.11.
     "CONFINED 10-01-2" was exhibited at The NordArt 2010. "Since 1999 the NordArt has established itself as one of the largest exhibitions of contemporary art in Europe which takes place anually in the summer months. The NordArt is an overall work of art in its own right and is designed as such each year. 

More than 200 international artists, selected by a jury, present a comprehensive panorama of contemporary art." -Catalogue NordArt

Chartier's work was published in an art book related to the festival.
