Function details: The bot watches the deletion log at Commons and removes file references from articles (namespace 0) of files which have been deleted. For file references that have associated captions, those are removed as well. The bot leaves detailed edit summaries indicating the file removed, the usually red-linked page on en.wikipedia where a file with the same name would be found (to ease verification that other instances of the same file were removed), the user name of the administrator who deleted it on Commons, and the reason for deletion on Commons (linking to the deletion discussion, if any occurred). The bot also maintains a list of files deleted from Commons that were restored at User:Filedelinkerbot/restored files.
This bot would operate in addition to the function of User:CommonsDelinker, which is performing inadequately.
The code has been running as de:Benutzer:Dateientlinkerbot at de.wikipedia for nearly two years with 11k edits. Necessary modifications to meet en.wikipedia requirements have been made.

(In summary, ImageRemovalBot only catches files that were deleted from en.wikipedia, not Commons, and "there is little to no development capacity for CommonsDelinker", creating the need for a new bot to perform this task.) This bot's operator, Krd, is an admin on Commons and on de.wikipedia (see SUL) where he successfully operates four bots: de:Benutzer:Krdbot, de:Benutzer:NowCommons-Sichtbot, de:Benutzer:Bilddrehungsbot-Sichtbot, and de:Benutzer:Dateientlinkerbot (which functions similarly to the proposed User:Filedelinkerbot). - tucoxn\talk 22:11, 29 January 2014 (UTC)[reply]
