Note from blocking admin: See the intertwined contribution history of these two accounts. While YassinRi' does seem less provocative and confrontational than Yassine181, I would differ with him on how his editing "show[s] a learning curve and adaptation to Wikipedia's standards", since after making a few edits shortly following the account's creation three years ago, YassinRi made no edits whatsoever until after Yassine181 was blocked indefinitely. It could just as easily be inferred that the editor decided to create the second account to right a great wrong, in the hope that if that didn't work out they could go back to using the original account without anyone being the wiser. Sometimes that has worked; I don't think this is one of those times.

Now, if YassinRi were to admit they created and edited with both accounts, I might be amenable to letting them continue to edit with this' one (and only this one) as long as they disclosed it on their userpage (as well as any other accounts they may have created even if they were never used) and were willing to edit in conformity with Wikipedia policies from then on. Reply to the note of the blocking admin @Daniel Case:: Thank you for addressing my previous message. I must clarify, I only operate this one Wikipedia account which is YassinRi. The differences between my contributions and those of "Yassine181" are clear: I focus on diversified topics with well-sourced information or translations, contrasting sharply with the single-issue, often biased edits from "Yassine181."
I value honesty and integrity above all, and while I deeply appreciate the opportunity to contribute to Wikipedia, I cannot admit to actions that are not true, even if it would mean regaining my editing privileges. If my account remains blocked under these circumstances, I accept this outcome, as I stand by the truth and the principles that define this community.
I completely agree with you. I find it peculiar that this user has seemingly come back to editing shortly after Yassine181 had been blocked indefinitely. Could it be that YassinRi created Yassine181 as a single purpose account to pursue certain controversial tasks through disruptive means? The actions of both accounts bear a striking resemblance, particularly in their evident ethnic POV and tendency to add unsourced WP:OR to articles pertaining to Morocco, as evidenced by YassinRi's undiscussed page move and persistent addition of unsourced content.[1][2][3][4] I'm open to the idea of unblocking the user provided they disclosed their sockpuppets, set aside their POV and refrained from adding unsourced content.
