Translations of articles from other language Wikipedias is encouraged. If you want your translation reviewed, you could always create a draft: wp:Articles for Creation. You do need to give attribution. See wp:Copying within Wikipedia You should see if wp:WikiProject Portugal would be of use. Do remember to capitalize "Portuguese"!
