Please note that you can't upload any random photo from the web and simply assert that it's in the public domain. If you hold the copyright on the photo, you can release rights to Wikipedia via the WP:OTRS system on official letterhead, but until you do that we can't use the photo at all since we don't have a proper copyright license to do so.
