Hello.
In the case of Iran, direct visas on arrival were suspended following the coronavirus pandemic. and..

Travelers must apply for an electronic visa and then receive a visa at the airport.
That means you must have an electronic visa.
'VOA' must not have procedures such as electronic visas.
In the case of Djibouti, VOA is currently only accepted by certain people.
