   The multiple negative is a bit confusing. What the parenthesized phrase asserts is consistent with the fact that many things can be done on the 'net in ways that make impractical to positively establish what birth certificate or driver's license corresponds to the doer. Besides, even most of the otherwise impractical ones are likely to require a court order.
But i would favor rewording the phrase, or maybe the sentence.

...which i had to stare at a long time to get over the impression that it was ridiculous. OK, i admit that possessive pronouns are inherently ambiguous: there's an important difference between your hat and your mother. (One is your property, and one merely pertains to you even if she is no one else's mother.) User:Jimbo Wales is entirely different from Jimmy Wales, and i'm rewording accordingly (because the accompanying essay -- even tho it's not mine -- isn't Dave Golland's, nor Vchimpanzee's, either).
