Although I am the admin who deleted the article on Bimlesh Adhikari, now called Bimles Adhikari, I'm not really the single person who made the decision about the article. Perhaps some of the editors who took part in the deletion discussion could explain more about their rationale for their decisions. @SwisterTwister and AKS.9955: might be able to assist you in evaluating the new article.
