Fair use images

I would like to point out to you Wikipedia's non-free content criteria. Images can only be used under a claim of fair use if these requirements are met. Specifically, under WP:NFCC#1, not only can there not currently exist a free content equivalent, but it must be impossible to create such an equivalent. For any living person or existing building, images cannot be uploaded under a claim of fair use because of this criterion. Wikipedia would prefer to not have an image at all than to use a non-free one in these cases. The thought process is that if we go to a notable person and ask them to provide us a Creative Commons licensed image, they are never going to do it if we are willing to just use a press kit photo under a claim of fair use. Please see also WP:NFCC#8, which requires that fair use images be essential to the reader's understanding of the topic in order to be included. I hope this helps.
