The image link you provided shows a similar image to the one there, not the actual one. In addition, the image is currently up for deletion because the image was most likely not taken by the author who uploaded it so it is likely to be copyrighted. We can rarely use copyrighted images of people, especially when we already have several free images available. See WP:NONFREE for further clarification. No worries. Sometimes an image of the same location can be taken by different authors, so it can be difficult to find the one who actually took the image. We then have to determine if the author released the image under a free license. It is usually very hard to get free images of celebrities for Wikipedia, but it's good to see that there are already a few for Ciara.
