This was the book printed in 1962, it provided the description of basics not only OSKM, but quadrature modulation basics too, it contains the schematics and design of the so-called "amateur color TV set". There was no mass production of "Colortron" or comparable TV tubes in the USSR then, so it used 3 tubes with red, green and blue phosphor and optical projection to superimpose three images.
This is the page containing photos of the first soviet TV set using native-produced color TV tube, it was called "Raduga" (rainbow), NTCS is mentioned in this page (there was no SECAM equipment in that time).
