In general, discussions are held on talk pages, either of articles or of users. Such talk pages are structured into sections (on this talk page, "Welcome!", "July 2015" and "Help me!". Each section comes with a separate "Edit" link that will allow you to edit only that section and to reply to or comment on that discussion. If you reply to a specific user and want them to be notified of your reply, it helps to add {{reply to|Username}} to the beginning of the reply (with "Username" replaced by that user's user name, of course). Please also remember to sign messages you leave on talk pages (as opposed to edits to articles) with four tildes (~~~~). That will automatically be expanded into a signature that contains links to your user page and your talk page as well as a timestamp. Huon (talk) 17:32, 20 July 2015 (UTC)Reply
