Strange Question

OK, so, I have a really strange question. I want to use a photograph that exists in Russian Wikipedia, but not English Wikipedia, here. Do you have any idea how I would code for something like that?Ferox Seneca (talk) 04:33, 17 August 2011 (UTC)

That's not a very strange question. (A strange question would be: "Which socks should I put on my goose?" Now that's a strange question!)
Without translating the page, it looks (from the big red C) that the image in question is copyrighted, and therefore unacceptable for Wikimedia Commons. (If it's an image with a free-use license, the best method is to copy it over to Commons and then everyone can access it on any wiki project they like.)
If you really want to use this image (and cannot find a similar one with a free-use license), you should download it to your computer, then upload it to Wikipedia ("Upload file" on the left side of most Wikipedia pages), and include a Fair Use Rationale. More details on that process here.

OK, so, as long as we're talking about pictures, what exactly constitutes a valid "fair use rationale"? Is there a good example of a fair use rationale that I can just copy-and paste, assuming that I am using the picture to illustrate a biographical article about the person pictured?Ferox Seneca (talk) 02:42, 21 August 2011 (UTC)
I think the only Fair Use Rationale (which now goes by a slightly-different name) I ever wrote from scratch (even though I borrowed from others) was this one for a screenshot of Barton Fink.
