Hi Rep, I have just received your question about difficult users. We have two policies regarding such editors, depending on the severity of their actions. Firstly there is Wikipedia:Requests for comment, which is usually used to draw attention to articles where an edit dispute is taking place so that the conflict can be resolved one way or another.

The second process we have is Wikipedia:Requests for arbitration, where the actions of a user are judged by a group of up to 12 people. This process tends to be for serious misconduct, with the arbitration committee able to reccomend resolutions up to infinite bans for the parties involved. This process is very much a last resort and tends to be somewhat protracted.

As for Painbearer: I have restored the NPOV tag on Phil Selway, if he removes it again I will take the article to Requests for Comment. I think a lot of the problem with him is that he means well but cannot take criticism.
