Copyright

Hi there, I know that copyright laws are very confusing, but wikipedia is very strict on having the correct tags or licences on photos. You uploaded a photo [1] that was listed as being Public Domain, but also said that all rights were reserved by the Foundation. I think that these are incompatible.
