According to wikipedia's terms and account policy, I didn't do any illegitimate activities and disruptive edits. Having only one account can't be considered as socket puppet. Decline reason:

Nepotism is favoring family members, I'm not sure what that has to do with this. There are legitimate uses of alternative accounts, but you used another account after you were blocked. That is block evasion, a clear policy violation. When blocked, the block is on you as a person, not just your account.
