Re:Deletion of image of Dianne Kohler Barnard MP edit

An image is only considered "free to use" if it is released under a free license or is in the public domain. This is neither, and so is non-free, and its use must meet our non-free content criteria. As Polly has noted above, these images are replaceable- what's to stop someone taking an image and releasing it under a free license? Therefore, they cannot be used. It has the authority to enact binding solutions for disputes between editors, primarily related to serious behavioural issues that the community has been unable to resolve.
