Since the article on Keith Paras has a possibility to be deleted i would like to ask for your help. You have said that: "Found next to nothing for this artist on a quick search after excluding Wikipedia/Linkedin/Facebook." so it means that the artist must have multiple websites talking about him? He will need to have at least three reliable sources discussing him and his work. Not blogs or self-published material, but write-ups in reputable newspapers, decent quality magazines, or on websites with strong editorial control. Not passing mentions either, but pieces that actually talk about him and his work, preferably written by people who are not connected to him.

On the other hand, yes, I think Zean Cabangis seems like a potentially appropriate subject for an article. I would recommend doing it through WP:Articles for creation, so people can assess your submission, and let you know what needs improvement and how it can be improved. There are plenty of sources and articles out there that mention him and discuss his work, albeit all too briefly, such as: [1], [2], Short article on a webzine], [3]], [4]. However: this ROGUE article and this review of his work in the Ateneo awards should be your key sources for supporting your article text on Zean Cabangis.
