Louis Philippe I, King of the French

Longshot: RE your clarification at who was "surprised" by Louis Phillipe's abdication: Was not "to the general surprise" sufficient? as the "general surprise" covers everyone = the citizens of France = the French people = people in other countries, such as England, at least, that is the way I read it in the sentence as it was before.
