You asked about File:V S Sampath.jpg in the IRC help channel and said it has been released into the public domain. I see no indication that's correct. The website you took the image from explicitly bears a copyright tag, not a note that its content is in the public domain. "Published on the internet" is not the same as "in the public domain". Possibly, but that's not enough. Wikipedia requires images (with some exceptions that don't apply here) to be released under a free license that allows everybody to re-use and modify them for any purpose, including commercial purposes. This is particularly true of the Wikimedia Commons, where you uploaded the image; they don't take non-free images under any circumstances. Even if that image's license explicitly allowed use on Wikipedia but forbade commercial re-use or modification, we'd consider it "not free enough" and would not be able to use it. As I said, the exceptions that allow some non-free images on Wikipedia don't apply here. For living persons like Sampath we assume that a freely licensed image could be produced; thus the first of the non-free content criteria prohibits use of a non-free image of him on Wikipedia.
