I think that the introduction is too concise so there are many contents that are not discussed in the introduction. Therefore, the introduction can be developed more. The focus of the article is neutral because it discusses both positive and negative aspects, which I think is good. This article uses reliable sources. In this article, multiple sources are used several times for various sentences, which indicates that the balance of the use of sources is great. Wikipedia Article Peer Review

This is an interesting article, which talks not only about water supply but a vital relationship with China. The lead in the articled is too simple and doesn’t necessarily summarize the content. It would be better if you put information about how long this problem has been tackled or the year. The relationship with China regarding water supply seems to be crucial in this article, so you might want to make the section that focuses on the importance of the relationship with China through history. The information in “Water structure” and “Institutional framework” are relatively lack, so you can research about that to make it well-balanced. Also, overall, the information seems to be old.
