@Melik: I suspect that both accounts are sockpuppets, but I don't know whose socks are they. Spelling Kiev/Kyiv is a contentious topic that may attract many users. I have checked Kyiv Guy's contributions and they do not look controversial. Even if he/she is a second account of another user it would not probably a policy violation. On the other hand adding a newly created Category:Kiev to dozens of articles just to score a point as Kiev guy did was a very bad editorial practice Alex Bakharev (talk) 01:35, 21 May 2021 (UTC)Reply
